Material cycle flow could be a very important factor for sustainable city. So, What is the waste management function required for sustainable city? There are two kinds of approaches possible. The Japanese policy has been rather concentrated on the first of them, which can be seen as the "top-down" approach. For example, when the government funds to build large-scale "recycle" facilities, it is undoubtedly Top-down. In order to establish "sustainable cities", alternative approach would be required, which we think is the Bottom-up approach : based on community participation. The objective of this study is to identify waste management functions created through bottom-up approach. Through the questionnaire survey, we are able to find out the correlation between community participation and household waste reduction. |
