The Japanese policy has been rather concentrated on the first of them, which can be seen as the "top-down" approach. For example, when the government funds to build large-scale "recycle" facilities, it is undoubtedly Top-down. In order to establish "sustainable cities", alternative approach would be required, which we think is the Bottom-up approach : based on community participation. The objective of this study is to identify waste management functions created through bottom-up approach.
